what’s the best way to lose weight from my lower abs, butt, and thighs?

my diet is better than most. i work out 5 days a week for about 1 hour 15 minutes per day. 10 minutes of bike before every work out. MWF are cardio, abs, and legs day,4 sets of 10 a piece, low weight.( 2 quad lifts, calf raise, 5 abs exercises, and 3 mile run), tuesday thursday are upper body with 12 different lifts at 4 sets. i’m not too concerned in that department, i just want my lower half to look like toner.i’ve peaked, any help is appreciated.
i guess i should include a short rundown of my diet. cereal every morning (honey bunches of oats, fruity pepples), 11 snack cookie, yogurt, lunch is salad and a meat dish, dinner is veggies, meat, a starch, and salad. i try to keep my calories to 2500 a day. i’m 5’10 170lb and have maintained this weight for about a year now with this scenario.
