what is the best workout to get tone and in shape?

I’m 5 4″ ,123 lb
I am average built and a little out of shape, my legs are fit and ok but my upper body is awful especially my arms and my AB, so I rally like to get in shape and tone my body before summer vacation
I’ve finished turbo jam beginner workout program it helped but not that much I wished. After finishing that I had to study for my exams and lots of other foolish excuses so I stop exercising for 3 weeks and now I have problem starting it, I’m super lazy!!
Apart from that I have difficulty deciding whether I should do advanced program (which is harder cardio workouts) or redo the beginner program but this time ad a little more ab workout everyday or I should change to Chalean extreme which is more weight training than cardio?
which do you suggest?
My measurements are
Chest 35.8 in
Right Upper arm 11.4 in
Waist 28 in
Abdomen 34.3 in
Hip 36.6 in
Right Thigh 21.3 in

You have to combine diet and exercise. Eating certain foods can maximize results. Some people already have a toned body and dont even know it because it is cover by a layer of fat. There is a unique method of exercising that helps burn fat in these target areas thereby revealing a tone body.
if you want to get toned,
lifting weights will do that
good thing about chalean extreme is the workouts arent to long.
the weight circuits are 35-40 min long, longest one being only 45 min.
the cardio programs that come with it arent to good IMO,
plus the program schedule only has two schedule cardio days,
so i (like a lot of people) add in an extra cardio day.
chalene johnson is also coming out with another program beginning of july
called turbo fire. Its based on HIIT ( high intensity internal training)
so you basically go hard as you can for a minute, then rest for a minute
workouts are also generally short. and interval traning tends to burn more fat than regular cardio.
so..less workout and more calories burned, its a win win.
its also designed to be used with the chalean extreme program.
so if you have the cash, and dont mind waiting a month, you could get both of those.
or could just get chalean, and add some turbo jam workouts into the cardio days.
(also remember youre gonna have to pay for weights which can get quite expensive)
