Could the reason why I don’t have a 6 pack is because I’m 10 pounds overweight?

Yeah, I’m 5’9 as a man and I weigh 190 pounds, I’m supposed to weigh according to the height and weight chart is 180 pounds at the most. However, I lost 20 pounds because I used to weigh 210 pounds. Anyway, Is it the few extra pounds why I don’t have a 6pack even though I strength train, ab workout, and do cardio? Still need to keep going on the weight loss regardless of what I’m already doing? Plus, what about drinking more water?
