are the hips an abs exercise or a legs exercise?
i have a workout folder with tabs for each muscle but i dont know what hips comes under (gleteus maximus). any suggestions?

Probably legs, the hip muscles run down through the thigh area not up into your abdominal area
I would say legs. Abs are from crotch to ribcage on the torso. Hard question tho.
Hips (glutes ) will be exercised with legs using exercises like squats, lunges, stiff legged dead lifts, and leg curles. Or just squeezing the butt cheeks. Many excercise books will have illustrations that high lite the muscles involved in each exercise since they tend to effect a group of muscles, not just one.
it depends which bit exactly you mean
if you mean those deep V grooves that make your legs look like they’re detatched from your abdomen (almost like an action man figure) then these are your obliques and are trained using a variety of ab twisting exercises
if you mean the cylindrical muscle that runs down the side of your pelvis onto the side of your thigh then these are adductors – they control the lifting of your legs sideways
gluteus maximus in laymen terms is “your ass muscles”
its your butt cheeks
it just depends what you mean when you say you want to train your hips
